It is a quote from the film "Midnight In The Garden Of Good And Evil":
The Lady Chablis: It's like my mother always said: "Two tears in a bucket, motherf**k it."
John Kelso: Hmm. I'll have to remember that one.

Lady Chablis is a transvestite entertainer and the quote is her response to a snide remark about her reputation.

It is also in the movie House Party starring Kid and Play. In which George Clinton (Parlaiment Funkadelic) makes a cameo appearance. He plays a DJ and smashes on of the bad guys over the head with a record then says "I did it, two tears in a bucket, fuck it, lets take it to the stage"
