Who coined the phrase "carpe diem" and what does it translate to mean?

Carpe diem (KAR-pe DE-em) is Latin for "seize the day," and means "enjoy the day; take this opportunity while it is available." From "Le Mot Juste," edited by John Buchanan-Brown (Vintage Books/Random House, New York, 1980, 1981).

But I don't know who said it first. Anyone know?
