Goon it up

While I get hundreds of hits on the phrase, none explains exactly what it means. Thanks---DH

Hearing this phrase, I would say it means to act silly.
A goon is also a nasty person, someone who can hurt you physically as in "President Nixon sent in his goons equipped with clubs and teargas to break up the anti-war demonstration."
