Never under estimate the power of a woman

Hello,
I am a librarian and we had a reference question asking who coined the phrase, "Never under estimate the power of a woman." I simply cannot find this through Quotations books and Internet sites; I am beginning to think that this phrase is so common that no one really knows when it was first said and who said it.
