what is a silver bullet (approach)?

context: a company wants to improve and chooses a process view in contrast to the silver bullet approach of the instant solution ("We'll buy the best integrated tool set." or "We'll hire the best people".

Origin: The tradition that only a silver bullet could kill a werewolf. Meaning: A magical solution achieved by getting some wonderful thing that will fix your problem by itself, in contrast to a solution that entails thought and work.
