I would suggest that this phrase may have come from an understanding of Raynaud's Disease/Phenomenon, in which the body overreacts to cold stimuli in an effort to protect vital organs. I have just written a 125+ page book on the subject, aptly titled "Cold Hands, Warm Heart."
