I don't know about the origin, but it seems to be punning on the fact that 'Prudence' is both a girl's name and the quality of carefulness and frugality.

In the USA there is an enduring advice columnist that goes by Dear Prudence. If I were to hear this spoken in much of where I've lived it would undoubtably be referring to this figure.
