Lunch money

What is the origin of: "he/she still has their lunch money!"? Does it mean the person is frugal; or too cheap to spend their lunch money?

I am guessing that it refers to bullies taking weaker (or nicer) children's lunch money. If you still have your lunch money, you were able to fight off, intimidate or avoid the bullies. As I said, a guess.
