Cut the mustard

'Cut the mustard' - I have had this explained to me using the military terminology along the lines of 'to make the cut of the mustered', i.e. be exceptional amongst your peers, as opposed to just' cut the mustered', i.e. bunking off as you suggest. Any thoughts?
