Does anyone know of this phrase and/or where it originates?

Seems British or Australian from viewing a series of web sites containing the phrase.
Your phrase seems to mean "inexpensive" as in
"The tickets to the concert are as cheap as chips"
There is a chain of variety stores in Australia named from your phrase.
