Does anyone know who the author was of the phrase: Love Works In Mysterious Ways?

I think the phrase is "God works in mysterious ways, His wonders to perform." But I couldn't find it in the Bible or Bartlett's.

It apparently comes from a well known hymn by William Cowper, 1774.

God moves in a mysterious way, His wonders to perform;
He plants His footsteps in the sea, And rides upon the storm.
