What is the origin of "use it up, wear it out, make it do, or do without"?

I did some research on this a while back and used it as a theme for an environmental poster contest. It was used for a World War II poster. history1900s.about.com/ library/photos/blywwiip211.htm The only origin I could find was that it was "a New England proverb."
