Who is Betsy?

If Heavens to Betsy has only been in circulation since the 19th century, why does my reference book, entitled Heavens to Betsy! and Other Curious Sayings, indicate that Shakespeare touched on it when he asked, "Who is Betsy? what is she That heaven itself commends her?"
