Google doesn't have any examples of this phrase. Where did you hear it and who said it?

What Google does show is that there is a Costa Rica (nation) which has a beach named Salsa Brava and an island named Isla Brava, (Brava means angry, fierce, and several other things, including excellent or fine. There is a well-known Costa Brava in Spain.) There seems also to be a landscaping firm named Costa Rica Brava.

More context is needed, I fear.
