A picture says more than a 1000 words

Who used the sentence 'a picture says more than a 1000 words'? I've got mixed results. Some say it is used by Minard to describe the army-crusade against Russia by Napoléon. Others suggest it is older and first used by Confucius. If it is used by Minard, how exactly was it stated.
