Too much horsepower

Does anyone know the meaning of the phrase "Too much horsepower to move the wagon"? Someone has said this to me in an e-mail and I want to know their intent.

Never heard it. My guess is too much power to get the job done -- too many cooks spoil the broth? Circuits overloading.

It's pretty hard to imagine an interpretation that makes sense. Perhaps it's a sentence incorrectly remembered by the author of the e-mail.
