Going nowhere fast

Anyone have the origin of the idiot "going nowhere fast"?

Well, he used to be governor of Texas.

It's common, but not very old, in the geologic time scale. It may have originated among World War II G.I.s, since it was common in the civilian population of the U.S. shortly after the war. Another version is, going nowhere in a hurry. I take it you don't like the phrase.
