Where does the saying "last one out put off the lights" come from?

If you will accept "put out the lights," or "turn off the lights," it's simply a common situation. The last one to leave should put out the lights, so as not to have to pay for wasted electricity. You could say it as, "Last one out the door turns off the lights."
