Halifax handful

What does 'Halifax Handful' mean?

I think a little context might be useful here. It could refer to some group associated with Halifax (N.S., presumably) in some such manner as the Chicago Seven. It probably does not refer in any way to the British bomber named after Halifax, West Yorkshire, although it could. It could be something purely fictional.
