"Nil desperandom" is usually loosely translated as "never despair". I find no Google hits of it in propinquity to "synchronicity" which is my guess at your last word, so you may have to provide some further hints as to the source or the context where you found this.

A rather wild guess - Nil Desperadum is a race horse and synchronicity is a term commonly used in betting systems. So perhaps 8-3-1 is a statistic of some sort? Pamela
