I wanna know the meaning of this Phrase "I Have A Rat In My Cupboard"

There was "Rat in mi kitchen" by UB40 - a bit of ska music.

it's a what shall I do to get out of this mess phrase.

"all I got in the cupboard is rats" goes along with "the only thing going on is the rent" - expressions of urban poverty.
