: People who are busy are active, up and about, etc. therefore more likely to accomplish your task promptly than someone who is lazy, resting, taking a break, asleep, etc.

The way I've come across it is with committees etc - whenever there is something to be organised in a community, it is almost always the same 'faces' who get involved. when somebody has establsihed themselves as somebody who gets involved, they get asked to do more and more - and have usually developed the skills to put things into effect.
A person who is not busy like that is often somebody without the personal qualities to achieve things.
