goes back to London bridge/Tower bridge but also used about Brooklyn Bridge - the old con that the person has been instructed by the government to sell the bridge on the quiet. some people really do get conned.

I am still suspicious that "London Bridge" was expected to be Tower Bridge by the buyers at first - even though the latter is only 100 years old or so - it is a dominent landmark.
