The Scott Act was introduced to build on the Chinese Exclusion Act of 1882. It was part of a series of laws intended to curb and finally ban all immigration to the United States from China.

I think the phrase you posted is from "Anne's House of Dreams" by Lucy Maud Montgomery.

It seems one of the characters in the book is stating that a cup of lemonade may be spiked with a "a little of the Scott Act" in reference to a bigoted and prejudiced family member.
