What does it precisely mean to "have your head up your arse"?

It's not a term of precision. It's an exaggerated visual metaphor for being oblivious, having no vision, being unaware. Many phrases relating to ignorance or confusion have to do forms of blindness.

I understand it to mean being self-obsessed to an extreme, being oblivious to other viewpoints
