Ropin' the wind

Does anyone know what the phrase "ropin' the wind" means or where it came from?

I am guessing here. It would mean an impossible task.

I'm also guessing. Couldn't it also mean trying to confine something which should not be tied down?

Attempting to domesticate a wild creature (literally or figuratively) maybe?
