Is it on the cards or in the cards and where all can I use the same?

I have heard "It is in the cards". I take this as a reference to fortune teller cards.
People use this phrase when they feel some events are meant to be.

"It's on the cards" is also used, at least in the UK. That means "there's a good chance it will happen".
