Raining stair rods

Does anyone know where the phrase 'raining stair rods' comes from. It's used to describe very heavy rain falling vertically like stair rods. No-one else seems to have heard of it. I was wondering if it is a very localised expression?

wouldn't the stair rods spear the cats and dogs?
