What's the defination of an
extraction mission.

'Rescue mission' is a reasonable translation - to get someone out of/to extract them fom a difficult situation

A "rescue mission". It could also be a kidnapping, such as recovering a wanted person from a non-extradition nation.

If the US could yank Assata Shakur from Cuba, you can believe an extraction mission would be scheduled.
