I cannot decide whether this sentence is in the past or present tense?
I'll appreciate your help.

It's in the past. "...at this point" is unnecessary and confusing.

I agree it is a perfect tense; I don't agree that "at this point" is necessarily superfluous.

""we've had plenty of people take a look at this dog [previously, but if you would like to...][and have more appointments next week] at this point/by this time [implying] 'and it is enough already'
