Cactus hugger

I found this sentence from a book:"He was more stagedoor idler than cactus hugger."
What is the meaning of "cactus hugger"?

I googled the term and it looked like "cactus hugger" is the Western equivalent of a "tree hugger." But that meaning doesn't fit the example you gave. I am wondering if it could refer to a bit player or extra -- someone in the background on stage.
