This phrase was originally coined by President George W Bush during a press conference on April 13 2004 and will, from this time forward, be used by all politicians who have no idea how to answer a question they've not had prior notice of and find themselves unable to provide any answer at all. On the occasion President George W Bush was asked what was his greatest mistake since 9/11 - historians suggest it may have been this press conference.

Things have been popping into peoples heads for at least my liftime which spans 5 decades.

Clearly you have had a priviledged life since things did pop into your head: George W. Bush, on the other hand, still awaits the arrival of his first original thought.

President G. W. Bush is undoubtedly the dumbest president the US has ever elected and I don't think we should undermine that achievement by ignoring the highlights of his career, for it's probably the only competition he's ever likely to win.
