Even the wicked get worse than they deserve

On a deep and meaningless episode of Law & Order, Arthur said "you know what they say - even the wicked...", and Jack says "No I've never heard that one", so Arthur says "Even the wicked get worse than they deserve".

OK, I'm with Jack. I've never heard it either. Although I do rather like it.

Is this just a Law & Order thing, or is this actually a valid saying? And if so, does anyone know it's origins?
