UNRELEASABLE,'un-stereotypical' might be more expected - meaning out of the ordinary - here it is a play on words - 'stereo' (short for 'stereophoonic') - being able to use two sound sources to create the illusion of spatial placement of sound - led to a record=playing device in the 1970s called a 'stereogram' which was like a radiogram (a cabinet with a large radio) and so record players became known for a while as 'stereos'. the words of songs are 'lyrics' and so 'stereo-lyrical' sounds initially like 'stereotypical' (adhering to a 'stereotype'=conventional and expected image)
but juxtaposes two music words - stereo and lyrical to make a new compound word 'stereolyrical' which could mean something like 'expected words like a cliche from a song' or (from context with 'unreleasable') not good enough song words to justify being published as a record. 'released' is a term used in music retail - record shops had records (LPs, EPs & singles) delivered but were not allowed to sell them until the 'release date' - probably applies to CDs and DVDs these days.
so 'unreleasable' here would mean not good enough to reach the record shops.it is also a play on the idea of a body being 'released' for burial - when the state has no further enquiries left to make, the corpse is given back to the family to arrange disposal by burial or cremation.
this dialogue is not madness - it is a vibrant interchange of ideas.

mother being used as mother' i.e. short for 'motherfucker' - which can mean any indefinite article - usualy used of something large or bad. e.g. "I was chased by a tiger, but I turned round and shot the motherfucker dead" or

The passage is nonsense. I presume the speaker is a fictional character? He's not just drunk, he's crazy. If you translate it literally, it will be incoherent, as is the original. "Unstereolyrical" is a made-up word, not a real one.
I appreciate so much your thorough help, I don't know if I can translate all of this. Thanks for explaining that the BIP was 4 letter word, I thought it was from the police radio. Ha Ha
