Sorry, I made I mistake: actual sentence is "Stand by for jubilation," in the context of someone giving a piece of excellent news to a second person. Any idea?

Stand by means, more or less, wait in expectation. In this case, we, you or I are expecting a joyous outburst at the good news. It is intended to be somewhat humorous, possibly sardonic. SS
