does anyone know the origin of the phrase "to peter" used in contract bridge to describe the way of discarding cards as a defender, high one first time, low one second, to convey a message to ones partner?

Could "To Peter" be the code for "High Card First" (St. Peter being located in a heavenly place located, up high). A form of cheating maybe?
