"Can't dance", meaning

Found this book of poetry from Texas as one use of that phrase

What is meant by the phrase, "Can't dance" ?

I heard it in Northern California often.

Is this the way it goes? Someone asks another person if he or she wants to do something -- go to the movies, for example. "Might as well. I can't dance and it's too wet to plow."
