Who said these impossible words and, please, when?

"Government for the people, by the people ..." there is a third 'for', I swear but I can find it nowhere. Probably got Randomized.

A Frenchman after far, far too much Pernod? Twain being ironic? A certain first (?) US ambassador to France?

I know I don't sound terribly relevant (personally I'm probably not) but my essay is and I have to sound as though I've at least read the titles; if not fully understood them. Neuralgia's a terrible thing. But I'm not looking for an aegrotat (they seek him here, they seek him there, ... yeah?

Have you tried just googling the parts you have, without the extraneous chatter?
