A backseat driver is a person who sits in the rear (passenger) seat of the car and keeps up a more or less running monologue on what the driver should be doing, e.g., "Watch out, that car's turning left... oh, better slow down here...isn't it time to stop for gas?...slow down!" Etcetera. Backseat driving is not the sole province of mothers or mothers-in-law, but a lot of them are very good at it!
