Need help on the following phrase:

"call one's tone and raise it a note"

What does this phrase mean?

It's difficult to say out of context, but we can speculate... the structure is from a poker game (see your bet and raise you...) so it seems like something with escalating bidding. Perhaps two competing sopranos, one who sings one note higher than the tone set by the other?
