Does anyone know what that means? It's in the lyric from "Chicago" and I don't understand it.

Having been in Chicago with Chicago I can only say that it means 25 minutes or 26 minutes to 4 o'clock in answer to that other Chicago question, "Does anybody really know what time it is?" It was written and recorded at a time when specific time was not important for various reasons.
