Striped Pants Cookie Pusher

I've heard someone said "striped pants cookie pusher" to describe someone who serves as a diplotmat. What is that supposed to mean?

Someone who puts on formal-wear and hosts receptions rather than doing diplomatic work of substance?

It's a term of contempt, completely in keeping with current events. If those weak-kneed diplomats had had their way, we (the cowboy USA) would never have been able to invade a small country, destroy their infrastructure, and kill off a few thousand people so that we could avert the immediate deadly menace of imaginary nucular weapons.
