Yesterday wouldn't be too soon!

Hello,
I know this phrase used to answer to the question "When do you want this?". What puzzles me is: does it mean "you'd better be quick." or"no rush! take your time." Or, anything else? Thank you for your help.

It means "you can't do it quick enough for me!". Basically, the task is screamingly urgent.
