What does the phrase " the wind can blow your hair back" mean?

It looks literal to me -- the wind blowing in your face blows strands of hair back.

Perhaps it can be figurative? When your hair is blown back, you can see clearly. So, the wind can imply anything that makes it possible for one to find one's way when initially muddled.
