I really need help 'cause I cant find the answer nowhere in the internet.
I wanna know WHY did JKR use this phrase for Hogwart? What's the meaning of that.

It means "Never tickle a sleeping dragon." I don't know why she chose that phrase. As the author, she would have to reveal her reasons.
