Tricky pronounciation

I really need to know the meaning (in English) and the origin of this phrase. I was told it is Gaelic. If anyone could help with this I would be very grateful. Thank you

Just as an aside, be careful with the pronounciation. It's nothing like how it looks. It's pronounced (TYUHK-hee ar la) the 'TYUHK -hee' sounds just like 'chucky'. So you say the phrase (chucky ar lah).
