What does "Winks at you coming and going" mean

I was watching Late Night with Conan O'Brien a while back and Triumph, the Insult Comic Dog said, "oh my God, folks, she winks at you coming and going."

What does that phrase mean?

Well, I suppose it relates to a term -- brown eye -- meaning rectum. Now, don't you feel better knowing that?
