: It seems to have more than one meaning. Typing "boots" into the Search box will get you some previous discussions in which people proposed alternative meanings and their origins.

The archived discussion started from www.phrases.org.uk bulletin_board 7 messages 474.html has some alternative meanings. It doesn't appear to include the one that is in use by UK football commentators, which is 'score lots of goals'.
