Best of times, Worst of times

Does anyone know who said, 'It was the best of times, it was the worst of times.'? I think it may have been
Charles Dickens. A friend suggested Shakespeare. Anyone else have an idea? I'd appreciate it if someone
would be kind enough to enlighten me. Thanks.
