"In and out like a paper kite"

I am intrigued how one can go for years without hearing a particular phrase and then a neighbour will just drop it into conversation as if everyone is expected to know it. She was referring to her ex-husband who still treats her house as if it were his own. I suspect this hails form North East England but I will ask her to confirm. I like this expression a lot and feel sure it will get frequent airings (sorry).
